City of Toledo Special Assessments

Special assessments are charges added to a property tax bill for certain services, improvements, or code enforcement costs that benefit or apply to a specific property. In Toledo, these assessments may include maintenance services such as alley maintenance, leaf collection, snow removal, street sweeping, street lighting, and tree maintenance. They may also include special improvement costs, such as sidewalk replacement, or nuisance abatement charges when the City completes work after a property owner does not comply with property maintenance requirements.

The cost of many maintenance assessments is based on the total cost of the service approved by Toledo City Council and the proportional benefit to the property, often calculated using the amount of property frontage along the street, alley, or public right-of-way.

Special assessments are billed on the property tax bill. Property owners can review current and prior special assessments through the Lucas County Auditor’s AREIS system by searching for their property and selecting Special Assessments or Prior Specials.
