Treasurer Requests

Treasurer Requests (TRRQ) is a companion program to the Lucas County Treasurer’s Foreclosure Requestor Program (FCRQ). It allows the Treasurer to consider community input when prioritizing certain tax-delinquent properties for potential foreclosure, particularly where ongoing adverse impacts on the surrounding community have been identified and other resolution pathways have not resulted in improvement.

Treasurer Requests is intended to assist the Treasurer in identifying properties that warrant closer review based on community impact, tax history, and other relevant factors. Occupancy status may be considered as part of this review, but is not determinative.

How Treasurer Requests Works

  • The Treasurer identifies potential Treasurer Request parcels through a combination of community submissions, referrals from public partners, and internal review.

  • Residents, neighbors, and organizations may submit information regarding tax-delinquent properties that are associated with persistent adverse impacts on their neighborhood.

  • Submitted information is evaluated alongside tax status, duration of delinquency, and other factors relevant to the Treasurer’s administration of the tax foreclosure process.

  • All decisions regarding prioritization or further action are made solely at the discretion of the Lucas County Treasurer.

Submitting information does not guarantee that foreclosure proceedings will be initiated or that any action will be taken.

What Treasurer Requests Is - and Is Not

Treasurer Requests IS:

  • A way for residents and organizations to share information about tax-delinquent properties with ongoing adverse community impacts

  • A discretionary prioritization tool used by the Treasurer

  • One method of identifying properties that may warrant further review when existing market or enforcement efforts have not led to resolution

Treasurer Requests IS NOT:

  • A purchase or acquisition program

  • A guarantee that foreclosure will be initiated

  • A right or entitlement to acquire property

  • A substitute for the Foreclosure Requestor Program (FCRQ)

Relationship to the Foreclosure Requestor Program (FCRQ)

In some cases, a property reviewed through Treasurer Requests may later attract interest from a responsible private party seeking redevelopment or reuse.

If that occurs:

  • The property may be transitioned into the FCRQ at the Treasurer’s discretion.

  • Any interested party must meet all FCRQ requirements, including eligibility criteria and the required deposit.

  • Submitting a Treasurer Request does not create priority, preference, or standing within the FCRQ process.

  • The Treasurer has no obligation to act on any submission.

  • No timelines, status updates, or outcomes are guaranteed.

  • The Treasurer may consult with the Prosecutor’s Office, the Lucas County Land Bank, or other public partners as part of the review process.

Submit a Treasurer Request

If you are aware of a tax-delinquent property that is associated with ongoing adverse impacts on your neighborhood, you may submit information for review by the Lucas County Treasurer.

Submitting information allows the Treasurer’s Office to evaluate the parcel and determine, at the Treasurer’s sole discretion, whether prioritization for further action - including possible tax foreclosure - is appropriate.
